Jeffrey A. Codega, AICP, PE
Mr. Codega has been instrumental in creating many of Northern Nevada’s most recognizable and successful projects and master plans. His progressive site design has influenced the character of the community and the region. As CEO he is responsible for the general management of the firm and for key strategic input on planning and engineering activities. Jeff has served as the Chairperson of the Economic Development Authority of Western Nevada, and is a board member of many of the community’s prominent affiliations. Prior to establishing JCPD, Mr. Codega was the president and principal of another successful multi-disciplinary firm.

Mike Railey, Executive Vice President/Director of Operations
Mike has substantial experience in the preparation and execution of entitlements including large scale master plans, commercial centers, and subdivisions in addition to feasibility analysis and due diligence services. Mike is responsible for the day-to-day operations of the firm and still plays a vital role within the Planning Department as a Project Manager.
Kreg Mebust, NSBLA, LEED AP, Director of Landscape Architecture
Kreg has been specializing in site planning, planting & irrigation design for over seventeen years. Kreg is the state representative to the Council of Landscape Architects Registration Board. as well as the Region V alternate Director for the Council of Landscape Architects Registration Board.
Derek Wilson, Director of Planning
Derek has project planning, permitting, and design experience with most reviewing agencies in the northern Nevada and Lake Tahoe area, including Reno, Sparks, Washoe County, Carson City, Placer County, Tahoe Regional Planning Agency, Truckee Meadows Regional Planning Agency, and Lyon County. Derek brings a broad range of talents to the process, including experience in fiscal and economic impact modeling for both public and private sector clients. He has a Bachelor’s Degree from American University in Washington DC and a Master’s Degree in economics from Stanford University.
Coy Spencer, Director of CAD/IT System
Coy is responsible for overseeing the firm’s Drafting Department as well as all IT systems. He implements and operates a highly complex network of computers and reproduction equipment that rivals that of many national firms and graphic production specialists.
